DIGITAL ATTENDANCE SYSTEM

DIGITAL ATTENDANCE SYSTEM

NEWS: The Lok Sabha will roll out a digital attendance system from the Budget Session 2026 to verify and record the physical presence of Members of Parliament inside the House.

Objectives:

  • Ensure actual physical presence of MPs
  • Improve discipline, transparency, and productivity
  • Strictly link attendance with daily allowance

FEATURES

  • MPs mark their attendance using biometric thumb verification, so no one else can do it for them.
  • Once the House is adjourned, the system automatically closes and attendance cannot be marked later.
  • If an MP does not mark attendance during the sitting, they lose their daily allowance, ensuring accountability

SIGNIFICANCE

  • Ensures that MPs remain present during proceedings, not just for formality.
  • Enhances accuracy, tamper-resistance, and transparency, aligning parliamentary functioning with modern e-governance standards.
  • Discourages strategic delays and reinforces the principle that attendance equals participation, not mere appearance.
