NEWS: The Central Armed Police Forces (General Administration) Act, 2026à officially notified in the Gazette after receiving assent from President.

About The Central Armed Police Forces (General Administration) Act, 2026:

  • The Actà Comprehensive piece of legislation designed to regulate the administrative and service matters of specified Central Armed Police Forces (CAPFs).
  • It replaces the fragmented regulation of these forces under their respective individual Acts with a centralized, harmonized system for Group A (General Duty) officers, IPS officers on deputation, and Army officers on deputation or re-employment.

OBJECTIVE

  • Ensure legislative clarity and preserve the operational distinctiveness of the CAPFs.
  • Harmonise judicial directions with the federal and administrative requirements of the government.
  • Establish a, promotion, and service conditions across different forces.

Key Features:

  • The Act applies to five major CAPFs: (i) CRPF, (ii) BSF, (iii) CISF, (iv) ITBP, and (v) SSB.
  • The government may add other CAPFs to this list via notification.
  • The Act fixes specific percentages for IPS officers on deputation:
    • 50% of Inspector General (IG) posts.
    • A minimum of 67% of Additional Director General (ADG) posts.
    • 100% of Director General (DG) and Special Director General posts.
  • The Central Governmentà Empowered to frame rules for recruitment, deputation, and service conditions.
    • Rules prevail notwithstanding any other law, court judgment, or prior administrative order.
  • Overriding Effectà In any instance of inconsistency with other laws, the provisions of this Act will prevail.
  • Continuity Clauseà Existing rules under respective Acts and orders regarding financial benefits remain in effect until the government issues new amended or replacement orders.
