- Held: March 26– 29

- Meets every 2 years
Context of MC14
Global Situation
- Rising U.S.–China rivalry
- Increasing global conflicts
- Shift from: Multilateralism → Unilateralism
Important Concept:
- Multilateralism = rules-based global cooperation
- Unilateralism = countries acting independently (often forcefully)
Role of the U.S.
- S. has: Imposed arbitrary tariffs
- Violated: MFN Principle (Non-discrimination), Bound tariff limits
Key Issues at MC14
- Plurilateral Agreements: Agreements between some WTO members (not all)
- Examples: Investment Facilitation Agreement, E-Commerce Agreement
- May fragment WTO system
- E-Commerce Moratorium–> Since 1998, countries: Do NOT impose tariffs on digital trade
- Issue: Developed countries want it permanent
- Developing countries (India): Fear loss of revenue
- Special & Differential Treatment (SDT): Gives extra benefits to developing countries
- S. wants: Limit SDT for big economies: India, China, Brazil
- Developing countries want: Continue SDT for fairness
- Challenge to WTO PrinciplesàS. questioning: MFN (Most Favoured Nation) principle
